Roof replacement: shingle, tile or metal, cost, permits and cool roof rules
For Silicon Valley homes · Updated October 2026 · Sources below
Asphalt shingle roofs last about 15 to 30 years, concrete tile about 30 to 50, and metal and clay tile 50 years or more. A re-roof needs a city permit, and if you replace more than half of a sloped roof in Climate Zone 4 (San José, Sunnyvale, Gilroy), California's energy code calls for a cool roof product unless an exception applies.
The short version
- Lifespan: asphalt shingles about 15-30 years, concrete tile 30-50, metal 50+, clay tile 75+
- Every re-roof needs a permit and inspection
- Cool roof rule: replacing more than 50% of a sloped roof in Climate Zone 4 triggers it
- Exceptions include R-38 attic insulation, a radiant barrier or no ducts in the attic

What it costs
- Replace a shingle roof$6,119 - $13,804
Tile, metal and steep or multi-story roofs cost more.

Signs it's time for a new roof
- Shingles that are curling, cracking or missing in many places
- Lots of granules in the gutters
- Leaks in more than one spot, or repeated leaks after repairs
- Daylight or sagging in the attic
- The roof is at or past the typical life for its material
Shingle, tile or metal?
- Asphalt shingles: the lowest cost and easiest to repair, with the shortest life (about 15-30 years).
- Concrete or clay tile: long-lasting (concrete 30-50 years, clay 75+), but heavy - ask whether your roof framing can carry it, and expect a higher price.
- Metal: 50+ years, light and good for solar, with a wide price range depending on the panel type.
- Planning solar? Replace the roof first, or at the same time, so you don't pay to remove and reinstall panels later.
In Silicon Valley
- Cool roof rule: under California's 2022 energy code, when more than half of a steep-sloped roof (2:12 or steeper) is replaced in Climate Zones 4 and 8-15, the new roofing must meet cool roof requirements unless an exception applies, such as R-38 ceiling insulation, an attic radiant barrier, no ducts in the attic, or R-2 or more insulation at the roof deck.
- San José, Sunnyvale and Gilroy are in California Climate Zone 4. Your roofer or city can confirm the zone for your address.
- Only roofing products listed in the Cool Roof Rating Council's directory count for the cool roof rule - ask your roofer for the product's rating.
Questions homeowners ask
How long does a roof last in California?
Industry cost guides put asphalt shingles at about 15 to 30 years, concrete tile at 30 to 50, metal at 50 or more and clay tile at 75 or more. Sun exposure, ventilation and how well it was installed all shorten or stretch that.
Do I need a permit to replace my roof?
Yes. A re-roof needs a building permit and an inspection; small repairs usually don't. Your roofer normally pulls the permit, so make sure it's in the contract.
What is the cool roof requirement in California?
California's energy code requires a cool roof product when you replace more than 50% of a sloped roof in Climate Zones 4 and 8-15, which includes San José. You can skip it if your home meets an exception, such as R-38 attic insulation, a radiant barrier, or no ducts in the attic.
Is a metal or tile roof worth it over shingles?
They last much longer - often 50 years or more - but cost more up front, and tile is heavy enough that the framing may need checking. If you plan to stay a long time or add solar, ask for quotes on both.
How much does a new roof cost?
HomeAdvisor's national guide puts most new roofs at about $5,000 to $10,000, with tile and metal costing more. Bay Area prices usually run higher, and roof size, steepness, layers to tear off and any wood repairs change the number.
When is the best time to replace a roof in the Bay Area?
The dry months are easiest, since a roof is open during tear-off. Book early - roofers get busy right before the rainy season.
Do you need a permit?
Yes - replacing the roof (a re-roof) needs a permit.
General guidance based on California's building code - your city can have stricter rules, and zoning, historic and HOA rules can apply too. Check with your city's building department before you start.

- Is the permit included, and who schedules the inspection?
- Will you tear off the old roof or go over it, and how many layers are there now?
- Does my roof need to meet the cool roof rule, or do I qualify for an exception?
- How do you handle rotted decking you find during tear-off, and at what price?
- What's covered by the manufacturer warranty and by your workmanship warranty, and for how long?
