Kitchen remodel: cost, permits and hiring a contractor
For Silicon Valley homes · Updated October 2026 · Sources below
Cosmetic updates like new cabinets, countertops, flooring and paint usually don't need a permit. Moving or adding plumbing, wiring, gas or walls does. In California, a job of $1,000 or more needs a contractor licensed by the CSLB, a written contract, and a down payment of no more than 10% or $1,000, whichever is less.
The short version
- Cabinets, countertops, flooring and paint: usually no permit
- New or moved plumbing, circuits, gas or walls: permit needed
- Jobs of $1,000 or more (labor and materials) need a CSLB-licensed contractor
- Down payment: no more than 10% of the price or $1,000, whichever is less
- Home improvement contracts over $500 must be in writing

Refresh or full remodel?
- A refresh (paint, cabinet refacing, new countertops, new flooring) keeps everything where it is and usually needs no building permit.
- Swapping fixtures and appliances in the same spots is a "minor remodel" in San José and may qualify for an online permit.
- Moving the sink, range or walls, or adding outlets and circuits, is a major remodel: plans, permits and inspections.
- Decide on the layout and appliances (gas or induction, panel capacity) before you get bids - it changes the electrical and gas work.
In Silicon Valley
- San José: painting, cabinet resurfacing, new flooring and new countertops are cosmetic and need no permit. Replacing several fixtures and appliances in the same locations, with no wall or window changes, counts as a minor remodel that may qualify for an online permit.
- California law: in homes built on or before January 1, 1994, any permitted alteration requires replacing older high-flow fixtures (like faucets over 2.2 gallons per minute) before the final sign-off.
- Switching from a gas range to induction? Local programs pay rebates - for example, Palo Alto Utilities lists $500 ($1,000 income-eligible) for replacing a gas cooktop or range. Apply within their deadlines.
- Homes built before 1978 may have lead paint. Federal EPA rules cover contractor work that disturbs more than 6 square feet of paint per room inside, and the firm must follow lead-safe work practices.
Questions homeowners ask
Do I need a permit to remodel my kitchen in San Jose?
Not for cosmetic work like painting, new countertops, new flooring or cabinet resurfacing. You do need permits for new or moved plumbing, new circuits or outlets, gas work, or changes to walls and windows. Replacing fixtures and appliances in the same spots may qualify for San José's online permit.
How much does a kitchen remodel cost?
National cost guides put a typical kitchen remodel at about $14,600 to $41,600, with minor remodels around $10,000 to $20,000. Bay Area prices usually run higher, and moving plumbing or walls adds a lot. A contractor gives you the real number after seeing the space.
How much can a contractor ask for up front in California?
For home improvement work, the down payment can't be more than 10% of the contract price or $1,000, whichever is less. After that, payments should match work that's already done. A request for much more is a red flag.
Does my kitchen contractor need a license?
Yes, if the job is $1,000 or more in labor and materials, or needs a permit. Look up the license number on cslb.ca.gov or call CSLB at 800-321-CSLB (2752) to confirm it's active and fits the work.
What should my kitchen remodel contract include?
California requires a written contract for home improvement jobs over $500. It should list the contractor's name, address and license number, a detailed description of the work and materials, a payment schedule, who gets the permits, the completion date, and how change orders are approved in writing.
Can I cancel a contract after I sign it?
Often, yes. CSLB's checklist points to a 3-day right to cancel, or 5 days if you're 65 or older. Read the cancellation notice in your contract before you sign, and ask CSLB if you're unsure it applies.
Do you need a permit?
Depends on the work - cosmetic updates usually don't; moving pipes, wiring or walls does.
General guidance based on California's building code - your city can have stricter rules, and zoning, historic and HOA rules can apply too. Check with your city's building department before you start.
