Hiring a handyman in California: what they can legally do and cost
For Silicon Valley homes · Updated October 2026 · Sources below
In California, a handyman without a contractor's license can only take a job that costs less than $1,000 in total, needs no building permit, and is done without hired workers. For anything bigger, or anything that needs a permit, hire a contractor licensed by the CSLB.
The short version
- Unlicensed handyman limit: under $1,000 total, including labor and materials
- No building permit can be needed for the job
- The handyman can't hire anyone to help on the job
- An unlicensed handyman who advertises must say they're not licensed
- Typical San Jose handyman job: about $157-$587

Handyman or licensed contractor?
- Handyman: small, no-permit jobs under $1,000 total - patching drywall, hanging shelves and pictures, painting a room, replacing cabinet hardware, minor repairs.
- Licensed contractor: anything $1,000 or more, anything that needs a permit (new circuits, moving plumbing, structural work), or any job that needs a crew.
- Many handymen do hold a CSLB license - if they do, they can take bigger jobs within their license classification.
- Bundling several small jobs into one visit saves money, but if the total reaches $1,000, the handyman needs a license.
In Silicon Valley
- California law (AB 2622): starting January 1, 2025, the minor work exemption rose from $500 to $1,000. It only applies when no building permit is needed and the unlicensed person doesn't employ anyone on the job.
- An unlicensed person who gives a bid over $1,000 can face legal action from CSLB.
- San José lists work like painting, cabinet replacement, countertop replacement, floor finishes and non-fire-rated drywall as not needing a building permit - typical handyman territory.
Questions homeowners ask
What can a handyman legally do in California?
Without a license, a handyman can take jobs under $1,000 in total cost, as long as the work needs no building permit and they don't hire anyone to help. That covers many small repairs, painting, drywall patches, assembly and mounting jobs.
Does a handyman need a license in California?
Not for small jobs under $1,000 that need no permit and are done without employees. Any job of $1,000 or more, any job that needs a permit, or any job with hired workers needs a CSLB license. You can look up a license on cslb.ca.gov.
How much does a handyman cost in San Jose?
HomeAdvisor's San Jose data puts a typical handyman job at about $157 to $587, and national guides put hourly rates at about $60 to $125 plus materials. Many charge a minimum, so a list of small jobs in one visit is the best value.
Can a handyman replace a light fixture or a faucet?
Adding a new circuit or outlet, or moving plumbing, needs a permit - and any job that needs a permit needs a licensed contractor. Ask your city's building department whether your exact swap needs a permit before you book.
Can I split a bigger job into smaller ones to stay under $1,000?
CSLB says the $1,000 includes all costs associated with the project, and an unlicensed person can't bid more than $1,000. If the work adds up to $1,000 or more, hire a licensed contractor.
